The question of digital sovereignty has moved from academic debate to policy imperative in the space of a decade. Revelations about the extent of data collection by large technology platforms, the use of financial infrastructure as an instrument of geopolitical leverage, and the dependency of critical national services on foreign-owned cloud infrastructure have forced governments to confront a structural vulnerability that previous generations of policymakers did not need to consider.
Sovereign digital infrastructure is not simply about hosting data domestically. It requires a comprehensive architecture that encompasses the full stack of digital capability: compute infrastructure that operates under national jurisdiction, identity systems that are not dependent on foreign identity providers, payment infrastructure that can function independently of foreign clearing systems, and communication networks that cannot be selectively degraded by external actors. Building this architecture requires both technical capability and institutional will — and most critically, a clear-eyed assessment of which layers of the stack are genuinely strategic and which can be procured from the global market without compromising sovereignty.
The framework we propose distinguishes between three tiers of digital infrastructure. The first tier — cryptographic identity, settlement finality, and data sovereignty — must be built on infrastructure that is either domestically owned or governed by protocols that no single actor can control. The second tier — application hosting, data processing, and communication services — can be sourced from a competitive market provided that contractual and regulatory controls are sufficient. The third tier — productivity tools, consumer applications, and ancillary services — can be procured on purely economic terms. This tiered approach allows governments to direct scarce technical and financial resources to the layers where sovereignty is genuinely at stake, while avoiding the inefficiencies of blanket autarky.
